Across that career she has built enterprise-scale solutions for complex, multi-stakeholder environments where efficiency, process quality, and clear decision-making determine outcomes.
She is the Founder and Chief Executive Officer of Helios + Harbor Group, a governance and advisory firm that works with local governments, infrastructure developers, and communities navigating the rapid expansion of data centers and other large-scale development. Her focus is practical: helping jurisdictions build stronger regulatory frameworks, improving transparency in public decision processes, and ensuring that infrastructure growth is guided by land use policy that can be clearly explained and defended.
Sonya's professional work is grounded by direct public service. She has served as a Zoning Board of Appeals Commissioner for five years, reviewing land use decisions across a wide range of project types and scales. That experience gives her an applied understanding of how governance actually functions at the local level, not just in theory.
